You need certificate for identity of names, if you have changed your name, and you need to prove, that regardless of the different names, under which you may be listed in different documents, you are the same person. You need the certificate when you change your name when contracting civil marriage (changed family name), in case of divorce, with court order, adoption, recognition, etc.
